Blurry TV Photoshop Tutorial
Turn a normal photo into this paranormal blurry TV effect.

  1. Begin by opening a photo into Photoshop.

  2. Next, duplicate the layer by going to Layer> Duplicate Layer. Change the blending mode of the new layer to Soft Light.

  3. Have the top layer selected and then go to Filter> Sketch> Halftone. Copy the settings below:

  4. Now we'll add a Motion blur to it. Go to Filter> Blur> Motion Blur and then use a setting that you like. You should be able to see a live preview as you make the adjustment.

Great tutorial, but one remark: You must have 'black' as foreground color, otherwise it will not work.
