  1. Now go to Filter> Stylize> Find Edges. This is what your image should look like inside Photoshop:

  2. This step is optional. Press Ctrl+Shift+U to desaturate the outline so that they don't have any color to it.

  3. Go to Filter> Blur> Gaussian Blur and add a little gaussian blur to the outline which will add the frosty effect.

  4. Here's the final image after applying this Photoshop effect:
